Minutes of the Regular Council Meeting
April 9, 2007
City Hall Annex Building, 186 Branham Way
Mayor Calhoun called the meeting to order at 6:32pm with the following Council members present: Lloyd Dooley, Greg Gentry, Gary Lawson, Brent Wheeler and Barry Armstrong. Emily Rucker was absent.
Also present were City Treasurer, Peggy Brinkman, Administrative Assistant, Dawn Fick, Chief Rodney Hockenbury and City Attorney Jim Winchell.
Mayor Calhoun welcomed Troop 333 and stated they were attending the Council Meeting in effort to receive their citizenship merit badge.
Senior Jacob Carter led the Pledge of Allegiance.
Mayor Calhoun asked those present to take a moment to reflect according to their own beliefs.
Minutes
Dawn Fick read the minutes of the March 26, 2007 Regular Council Meeting. Barry Armstrong made a motion to accept the minutes as written, Brent Wheeler seconded the motion. Motion carried.
Mayor Calhoun stated that the City has hired a new police recruit. Chief Rodney Hockenbury introduced Timothy Morris as the new police recruit who will be completing 18 weeks of training.
Mayor Calhoun asked Chief Rodney Hockenbury to explain the method we use for recruiting new officers. Chief Hockenbury stated the Police Department used the guidelines under the New Professional Police Officers Standards. These guidelines were as follows: Written exam, Oral Board interview, POPS Standard testing that included physical testing, polygraph exam and suitability test known as a psychological test. The police department chose the number one ranking candidate of these tests.
Waste Management- Tim McNally
Tim McNally of Waste Management, wanted to answer any questions that the Mayor or Council may have. Mayor Calhoun asked Mr. McNally about the fee that the local businesses were getting for fencing around the dumpsters in the city. Mr. McNally stated that this fee may have slipped through and can be easily addressed and corrected. Brent Wheeler stated that these were privately owned dumpsters that did not have anything to do with the billing to the City. Barry Armstrong wanted to clarify that this charge was not going to be charged to a private sector in Mt. Washington for the purpose of opening a gate around dumpsters. Tim McNally stated that Waste Management did not have a charge such as this. This was an error and that this matter will be corrected . Mayor Calhoun asked Tim McNally to furnish a letter to the City of Mt. Washington stating that there will be no additional charge for opening gates around the dumpsters. Tim McNally said he would supply this letter to the City. Tim McNally thanked The City of Mt. Washington for their business.
Interlocal Agreement
The Council received a copy of the agreement between Bullitt County and the City of Mt. Washington for purpose of street/roadway maintenance. Discussion followed. Barry Armstrong made a motion to enter into this agreement. Brent Wheeler seconded the motion. Motion carried by a roll call vote.
Ordinance
Second Reading
Jim Winchell held the second reading on the ordinance amending the water, sewer and trash collection billing procedures. Barry Armstrong wanted Section B regarding the garbage collection corrected from shall be disconnected to may be disconnected. Brent Wheeler made a motion to accept this ordinance with the corrections made. Greg Gentry seconded the motion. Motion carried by a roll call vote.
Ordinance
First Reading
Jim Winchell read a summary Ordinance adopting annexation of 0.82 acres more or less known as the Brenda Martin property located at 9089 Hwy 44 East. Brenda Martin was in attendance to answer any questions. There were no questions.
Police Report
Chief Hockenbury presented the police report for March 2007. He stated once again that Hwy 44 East is the most dangerous roadway in Mt. Washington.
Architectural Design Committee - Update
Mayor Calhoun stated that the City has a grant to pay half of the architectural plans for a New City Hall. The committee has chosen an architectural firm so that we can move forward and not loose the match money. Dawn Fick read the minutes from the March 29, 2007 Architectural Review Committee Meeting. Mayor Calhoun stated that Godsey Associate Architects, Inc was the lowest bidder. The Mayor asked for authorization to negotiate a contract with Godsey Associate Architects, Inc. Discussion followed. Barry Armstrong made a motion to authorize a contract with Godsey Associate Architects. Lloyd Dooley seconded the motion. Motion carried by a roll call vote.
Sign In Sheet
Darrell Vires from Salt River Masonic Lodge addressed the mayor and council about a Fall Festival in Mt. Washington on September 22, 2007. He requested permission for road closure at Bardstown Road and Hwy East to Water Street. The Council agreed to grant permission on the road closure requested from Mr. Vires.
Kevin Embry, a homeowner in The Village Subdivision , requested possible speed bumps be put in near the stop signs due to people ignoring them. Mayor Calhoun stated that the speed bumps would hinder the snow removal in this area, Brent Wheeler stated that speed bumps were not allowed on city streets. Mr. Embry requested more police presence to help with this problem. Chief Hockenbury stated that he will have more police presence in this area.
Mayor Report
Mayor Calhoun stated that the Insurance Premium Tax will need to be ratified by the next council meeting. This Agreement shall be in effect for six years ending March 31, 2011. Upon this agreement the City Council shall ratify the terms of this agreement each year on or before the 30th of January. Barry Armstrong made a motion to move forward to enact this contract with Bullitt County. Greg Gentry seconded the motion. Motion carried by a roll call vote.
Mayor Calhoun stated that she met with Stacy Bernard from the National City Bank regarding a LED Digital Sign. This sign will be ten feet tall for the city to advertise community Events. This sign will be updated by the Bullitt County Tourism Commission.
Report from Council
Barry Armstrong said he received a letter from the Mt. Washington Elementary School regarding the Smoking Ban in Mt. Washington Restaurants. He said he would like to encourage the students to attend the next council meeting so the council could address this matter and the students could hear what the opinion of the council is. Brent Wheeler agreed with Barry Armstrong that we need to respond back to the Mt. Washington Elementary School Students.

Lloyd Dooley made a motion to adjourn at 7:47pm. Greg Gentry seconded the motion. Motion carried.
