Minutes of the Regularly Scheduled Council Meeting
February 9, 2004
City Hall Annex Building, 186 Branham Way
Mayor Sullivan called the meeting to order at 6:30 p.m. with the following Council members present: Sam Beichler, Joetta Calhoun, Lloyd Dooley, Sid Griffin, Ralph Lutes, and Larry Porter.
Also present were City Clerk Christi Franklin, Utility Superintendent Ronnie Fick, City Engineer Dave Derrick and City Attorney Rodney Burress.
Larry Porter gave the invocation and Ralph Lutes led the pledge of Allegiance.
Minutes
Sid Griffin made a motion to accept the minutes of the January 26, 2004 meeting as written. Ralph Lutes seconded the motion. Motion passed unanimously by a roll call vote. Joetta Calhoun made a motion to accept the minutes of the January 28, 2004 meeting as written. Lloyd Dooley seconded the motion. Motion passed by a roll call vote with Sam Beichler abstaining.
Trash Collection Renewal
Christi Franklin stated that the current trash collection contract was awarded to Waste Management in April 2002. It is a two year contract with a two year option for renewal. Waste Management’s proposal for renewal is a 2% cost per living increase. Mike Riggs from Waste Management answered questions from the Council. Discussion followed. Sid Griffin made a motion to accept Waste Managements proposal of a 2% increase and renew the trash collection contract. Sam Beichler seconded the motion. Motion passed unanimously by a roll call vote.
Pay Scale
Christi Franklin presented the pay scale and wage allocation policy with the changes made by the Council at the last meeting. She stated that she and Rodney Burress are working on the wording for the ordinance.
Lloyd Dooley introduced and the Council held first reading of an ordinance to adopt or reject the recommendation of the Bullitt County Joint Planning Commission to rezone 31.577 acres located on the south side of Highway 44 East abutting the west property line of St. Francis Xavier Catholic Church in the City of Mt. Washington from Agricultural to R-2 (Docket No. 2003Z – 54). Lloyd Dooley also introduced and the Council held first reading of an ordinance to adopt or reject the recommendation of the Bullitt County Joint Planning Commission to rezone 10.358 acres located on the south side of Highway 44 East abutting the west property line of St. Francis Xavier Catholic Church in the City of Mt. Washington from Agricultural to R-3 (Docket No. 2003Z – 55). Eric Farris representing Spaulding Development, Inc., who is under contract to purchase the property from Bud Ploetner, presented the proposed use of the property. Discussion followed.
Administrative Computers
Christi Franklin asked the Council to reallocate the following: $4,749.05 to the City administrative capital budget from other line items from within that department, $9,159.25 to the water administrative capital budget from other line items from within that department and $1,690.94 to the water capital budget from other line items within that department. She stated that due to the declining state of the computers, new computers and updated hardware are needed. Discussion followed. Joetta Calhoun stated that unless it is an emergency, she would prefer that this type of decision come before the Council prior to making a purchase. Mayor Sullivan stated that he deemed it an emergency. Larry Porter made a motion to reallocate the money as stated above. Sam Beichler seconded the motion. Motion passed unanimously by a roll call vote.
Report from the Council
Sid Griffin asked how wide the right of way is on 31E. Ronnie Fick said that it varied; but it can be as wide as 60 feet in some places. Discussion followed.
Sam Beichler reported that within the last 10 days, there has been much renewed interest in the business park. In addition, he has not received any negative comments regarding the City’s snow removal efforts.
Joetta Calhoun asked the police department if anything has been done regarding the burglaries at Kantuckee Primitive Arts. Lt. Col. Smith addressed the Council and stated that the police department is taking a very active role, but couldn’t disclose any specific information, due to the fact that it is an ongoing investigation.
Mayor Sullivan introduced Ken Hardin to the Council as the City’s new police officer.
Executive Session
Ralph Lutes made a motion to enter into executive session at 7:30pm for the purpose of the sale or future acquisition of real property. Sid Griffin seconded the motion. Motion passed unanimously by a roll call vote.
Reconvene
Ralph Lutes made a motion to reconvene at 8:10pm. Larry Porter seconded the motion. Motion passed unanimously by a roll call vote.
Rodney Burress stated that no action was taken as a result of executive session.
Property and Liability Insurance Renewal
Christi Franklin presented the property and liability insurance renewal quote. The 2003 premium was $56,528 and the proposed premium for 2004 is $63,029. This represents an 11% increase. Melinda Lewis from Public Entity Insurance answered questions from the Council. Discussion followed. Ralph Lutes made a motion to accept the renewal at the rate of $63,029. Lloyd Dooley seconded the motion. Motion passed unanimously by a roll call vote.
Guests to Address the Council
Gary Lawson asked the Council if their terms in office could be staggered so three Council members would be elected each year. Discussion followed.
Adjourn
There being no further business before the Council, Sid Griffin made a motion to adjourn the meeting at 8:23pm. Larry Porter seconded the motion. Motion passed unanimously by a roll call vote.
