Minutes of Regular Council Meeting

July 9, 2007

City Hall Annex Building, 186 Branham Way

 

 

Mayor Joetta Calhoun called the meeting to order at 6:39p.m. with the following council members present: Barry Armstrong, Lloyd Dooley, Gary Lawson, Emily Rucker and Brent Wheeler.

 

Also present were City Treasurer Peggy Brinkman, City Clerk Kenneth Stovall, Police Chief Rodney Hockenbury and  Utility Superintendent Ronnie Fick.

 

Emily Rucker led the Pledge of Allegiance.

 

Mayor Calhoun asked those present to take a moment to reflect according to their own beliefs.

 

Minutes

Kenneth Stovall read the minutes of the June 25, 2007 regular council meeting.  Barry Armstrong made a motion to accept the minutes as read.  Emily Rucker seconded.  Motion carried by a roll call vote

 

Police Report

Chief Hockenbury presented the police report for the month of June 2007.

 

Drug Task Force Report

Mayor Calhoun stated her belief in the protection of youths and society as a whole and to help alleviate the drug abuse problem in our community.  She said that this is the reason that, early in her administration, she placed one of Mt. Washington’s  police officers on the Bullitt County Drug Task Force.  Mayor Calhoun introduced Ken Hardin, Director of the Drug Task Force, and asked him to make a report of their accomplishments.

Ken Hardin said that the task force has been very successful in getting people and drugs off the streets.  He presented his report that covered the period from January 2, 2007 through June 30, 2007.  Officer Hardin said that there are still a large number of active cases open.  He said that task force is trying to make it better and safer for those who live, work and bring their families to this community. 

 

Ordinances

First Reading

a) Barry Armstrong introduced and the Council held the first reading of the Ordinance to accept or reject the Bullitt County Joint Planning Commission’s decision to deny rezoning from R-1 residential to R-3 residential 95.02 acres, more or less, known as the Four D, Inc. and Cross Construction, Inc. property, located on the north side of Stringer Lane, 500 ft. more or less, west of S. Bardstown Road in the City of Mt. Washington.  Discussion followed.

 

First Reading

b) The first reading of an Ordinance annexing 16.09 acres known as the Charles L. and Betty R. Porter property located at 1709 Greenbriar Road was removed from the Agenda.

 

Resolution

The City Attorney read a resolution adopting and approving the execution of a Municipal Aid Coop Program Contract between City of Mt. Washington and the Commonwealth of Kentucky, Transportation Cabinet, Department of Governmental Relations for the fiscal year beginning July 1, 2007, as provided in the Kentucky Revised Statutes and accepting all streets referred to therein as being streets that are part of the Mt. Washington area.  Brent Wheeler made a motion to pass the Resolution.  Emily Rucker seconded.  Motion carried by a roll call vote.

 

Mayor’s Report

Mayor Calhoun said that she would like to move forward on the Wrecker Service Contract and asked Council members for their recommendations.  Discussions and opinions followed.  It was decided that all wrecker service providers would be notified that this issue will be on the July 23, 2007 agenda and they will be able to present their views at that meeting.

 

Report from Council

Shot Dooley said that the City Code Enforcement Officer needs to ride around and check on dumpsters.  He said that the gates are open and that trash and old furniture is lying around and it looks bad.

 

Barry Armstrong said that C.N. Tichenor contacted him about a possible water or drainage leak at his sister’s (Myrtle Bleemel’s) property.  Ronnie Fick said that there are 3 lines running back her property on a 5 foot easement.  Ronnie said that he sent someone down to check and no leak is indicated.  He said that there is a big damp spot in the yard but there is no way to tell where it came from. Ronnie said that this is a bad area for drainage.  No conclusion was reached.

 

Brent Wheeler said that he would like to see what the Council thinks about changing the restrictions on fences around swimming pools.  He said that more people are getting above ground pools and smaller pools that sit in a driveway or backyard. Councilman Wheeler said that he would get with the code enforcement officer to  look at the Ordinance.   

 

Report from Utility Superintendent

Ronnie Fick said that he is still trying to get the guardrail up at the Little Sunshine Corner Day Care at 108 Todd Drive.  The guardrail needs to be on Bardstown Road at Todd Drive.  Ronnie said that he had another meeting with the State Highway representative and the person who was working on the problem has resigned and has been replaced.
