Minutes of the Regularly Scheduled Council Meeting
April 24, 2006
City Hall Annex Building, 186 Branham Way
Mayor Sullivan called the meeting to order at 6:30pm with the following Council members present: Lloyd Dooley, Joetta Calhoun, Ed Hilbert, Ralph Lutes, Sid Griffin and Larry Porter.
Also present were City Clerk Christi Franklin, City Treasurer Peggy Brinkman, Utility Superintendent Ronnie Fick, City Engineer Dave Derrick and City Attorney Jim Winchell.
Ralph Lutes gave the invocation and led the Pledge of Allegiance.
Mayor Sullivan welcomed the students from Mr. Branger’s political science class.
Minutes
Christi Franklin read the minutes of the April 10, 2006 Council meeting. Larry Porter made a motion to accept the minutes of the April 10, 2006 meeting as written. Joetta Calhoun seconded the motion. Motion passed unanimously by a roll call vote.
Treasurer’s Report
Peggy Brinkman presented the Treasurer’s Report for March 2006. Joetta Calhoun made a motion to accept the Treasurer’s Report for March 2006. Larry Porter seconded the motion. Motion passed unanimously by a roll call vote.
Ordinances
The Council held second reading of an ordinance amending the City of Mt. Washington annual budget for the 2005/2006 fiscal year. Larry Porter made a motion to pass the ordinance amending the City of Mt. Washington annual budget. Lloyd Dooley seconded the motion. Motion passed unanimously by a roll call vote.
Report from Council
Joetta Calhoun asked the status of the walking trail proposed by Steve Henry. Mayor Sullivan said they are supposed to submit a plan. Discussion followed. She also reported that Village Green nursery told her that if the City placed flowers in 3 gallon buckets instead of burying them, the amount of watering would be reduced.
Sid Griffin discussed a complaint that he received regarding Harold Smith’s drainage problem. Ronnie said this has been addressed. Mr. Griffin asked about several large political signs at Helm and Armstrong Lane that obstruct the view. Mayor Sullivan said he and Ronnie will look at it. Mr. Griffin also addressed a letter from a 6th grade student asking for a donation. Jim Winchell advised the Council against donating to an individual.
Mayor’s Report
Mayor Sullivan presented a breakdown of how the City arrived at the $2,000 cost to purchase an irrigation meter. Discussion followed. Sid Griffin made a motion to not change the irrigation meter fee. Larry Porter seconded the motion. Motion passed unanimously by a roll call vote.
Christi Franklin discussed an initial analysis of fees incurred by the City for credit cards and the check reader. Discussion followed. Joetta Calhoun asked for an analysis of the additional postage and printing costs for the new water bill format. Christi will prepare this analysis.
Mayor Sullivan announced an open house and ribbon cutting for the new police station on May 12th at 6:00pm. Refreshments will be served.

Sid Griffin made a motion to adjourn at 7:05pm. Joetta Calhoun seconded the motion. Motion passed unanimously by a roll call vote.
