Minutes of the Regularly Scheduled Council Meeting

April 28, 2003

City Hall Annex Building, 186 Branham Way

 

Mayor Frank Sullivan called the meeting to order at 6:30 p.m. with the following Council members present: Joetta Calhoun, Lloyd Dooley, Sid Griffin, Ralph Lutes, and Larry Porter.

  

Also present were City Clerk Christi Franklin, City Treasurer Peggy Brinkman, Utility Superintendent Ronnie Fick, City Engineer Dave Derrick and City Attorney Rodney Burress. 

 

The invocation was given by Brother Mark Wilson of the United Methodist Church.

 

Brother Mark Wilson also led the pledge of Allegiance.

 

Mayor Sullivan announced the following:  the Greenbriar annexation is not on the agenda, the annexation request for Frank Cornell will be removed from the agenda, and the ordinance regulating liquor by the drink will be for review only by the Council.  First reading of this ordinance is anticipated on May 12, 2003.

 

Guest

Bill Richie, V.P. of Physician Services at Norton Healthcare discussed the new Norton Healthcare facility and took questions from the audience.  The anticipated opening date is the day after Labor Day. 

 

Minutes

Sid Griffin made a motion to accept the minutes of the April 14, 2003 Caucus as corrected.  Larry Porter seconded the motion.  Motion passed unanimously by a roll call vote.  Sid Griffin made a motion to accept the minutes of the April 14, 2003 meeting as written.  Lloyd Dooley seconded the motion.  Motion passed unanimously by a roll call vote. 

 

Treasurer’s Report

Peggy Brinkman gave the Treasurer’s Report for March 2003.  Joetta Calhoun made a motion to accept the Treasurer’s Report.  Sid Griffin seconded the motion.  Motion passed unanimously by a roll call vote.  Joetta Calhoun asked why the City contracts with three cellular phone companies.  Discussion followed.

 

Ordinances

The Council held second reading of an ordinance proposing annexation of the Ed Berger property consisting of 40 acres located on Bethel Church Road.  Joetta Calhoun made a motion to pass the ordinance proposing annexation of the Ed Berger property.  Larry Porter seconded the motion.  Motion passed unanimously by a roll call vote.

 

The Council held first reading of an ordinance confirming annexation of the Ed Berger property consisting of 40 acres located on Bethel Church Road. 

 

The Council held second reading of an ordinance amending the City of Mt. Washington budget for the fiscal year 2002/2003.  Joetta Calhoun made a motion to pass the ordinance amending the City of Mt. Washington budget for the fiscal year 2002/2003.  Larry Porter seconded the motion.  Motion passed unanimously by a roll call vote. 

 

The Council held second reading of two ordinances relating to the employee compensation rates through the adoption of the pay scale for the 2003/2004 fiscal year.  The first ordinance relates to a pay scale increase of 3.5% and the second ordinance relates to a pay scale increase of 4%.  Sid Griffin made a motion to pass the ordinance adopting a 4% increase to the pay scale for the 2003/2004 fiscal year.  Lloyd Dooley seconded the motion.  Motion passed unanimously by a roll call vote.

 

The Council held first reading of an ordinance proposing annexation of the Thomas Givhan property consisting of 243.501 acres.  Several residents in the Bogard Lane area stated their concerns regarding the proposed annexation of the Givhan property.  Tom Givhan addressed those concerns and answered questions.  Discussion followed. 

 

Mayor Sullivan asked the Council to review the draft ordinance for the City of Mt. Washington regarding liquor by the drink in restaurants and the Springfield, KY ordinance.  Any changes should be submitted to the City Clerk and City Attorney and first reading of this ordinance will be at the May 12, 2003 meeting.

 

Mayor’s Report

Mayor Sullivan reported that little league began at the City Park on Saturday.  In addition, the City purchased new equipment for the park and it will be installed soon. 

 

Report from the Council

Lloyd Dooley stated that he will order the garbage cans. 

 

Joetta Calhoun updated the Council on the activities of the Beautification Committee. 

 

Larry Porter stated that the decision regarding the liquor by the drink in restaurants ordinance will be difficult and that the Council is here to protect the community.  He doesn’t feel that the community understands that.  This issue must be carefully considered before judgments are made.

 

Regarding the liquor by the drink ordinance in restaurants, Ralph Lutes stated that a tremendous amount of people have talked with him, and he is against it.  He doesn’t think the community needs it and would like to see it voted down.

 

Sid Griffin stated his concerns regarding the large number of delinquent real property tax bills.  Discussion followed.  He also asked about the City’s ordinance regulating the nuisance of high grass and weeds.  Discussion followed.  Mr. Griffin welcomed Rodney Burress as the City’s new attorney.

 

Ronnie Fick reported that the signs designating parking for the ambulance at the annex building have been installed.  As for the repairs to the sewer line on Winchester, all repairs have been made that the City is aware of.  During the heavy rain on Friday, the City did not have any problems with the sewer lines.

 

Christi Franklin stated that volunteers are needed for the City’s booth at the Spring Festival.  She asked the Council to let her know when they can volunteer.

 

Dave Derrick updated the Council regarding the lift station #1 project.  The electrical controls will be running within the month of May.  Also, regarding the Landis Lane entrance project, materials are being gathered and construction should begin next month.

There being no further business before the Council, Sid Griffin made a motion to adjourn the meeting at 8:22pm.  Joetta Calhoun seconded the motion.  Motion passed unanimously by a roll call vote.
