Minutes of the Regularly Scheduled Council Meeting
August 11, 2003
City Hall Annex Building, 186 Branham Way
Mayor Frank Sullivan called the meeting to order at 6:30 p.m. with the following Council members present: Sam Beichler, Joetta Calhoun, Lloyd Dooley, Sid Griffin, Ralph Lutes, and Larry Porter.
Also present were City Clerk Christi Franklin, City Treasurer Peggy Brinkman, Utility Superintendent Ronnie Fick, City Engineer Dave Derrick and City Attorney Rodney Burress.
Larry Porter gave the invocation and led the pledge of Allegiance.
Minutes
Joetta Calhoun made a motion to accept the minutes of the July 28, 2003 meeting as written. Sam Beichler seconded the motion. Motion passed unanimously by a roll call vote. Larry Porter made a motion to accept the minutes of the July 31, 2003 special meeting as corrected. Lloyd Dooley seconded the motion. Motion passed unanimously by a roll call vote.
Ordinances
The Council held second reading of an ordinance relating to the elimination of water and sewer recovery fees from the City of Mt. Washington. Discussion followed. Sid Griffin made a motion to pass the ordinance relating to the elimination of water and sewer recovery fees. Sam Beichler seconded the motion. Motion passed unanimously by a roll call vote.
The Council held second reading of an ordinance relating to the licensing of hotels, restaurants and dining facilities for the sale of alcoholic beverages by the drink. Discussion followed. Sam Beichler made a motion to pass the ordinance relating to the licensing of hotels, restaurants and dining facilities for the sale of alcoholic beverages by the drink. Sid Griffin seconded the motion. Motion passed by a vote of 5 to 1 as follows:

The Council held second reading of an ordinance annexing the Greenbriar Woods, Inc. property located on Greenbriar Road consisting of .869 acres. Larry Porter made a motion to pass the ordinance annexing the Greenbriar Woods, Inc. property. Sam Beichler seconded the motion. Motion passed unanimously by a roll call vote.
Sam Beichler introduced and the Council held first reading of an ordinance to adopt or reject the recommendation of the Bullitt County Joint Planning and Zoning Commission to rezone 39.56 acres at 511 Bethel Branch Road, docket number 2003Z-31 owned by Dogwood Homes.
Larry Porter introduced and the Council held first reading of an ordinance to adopt or reject the recommendation of the Bullitt County Joint Planning and Zoning Commission to rezone a 92’ x 180’ lot at 11218 Highway 44 East, docket number 2003Z-32owned by Andrew Pruitt. Mr. Pruitt addressed the Council regarding the proposed use of this property. Discussion followed.

Mayor’s Report
Mayor Sullivan announced several new programs sponsored by the Police Department, including programs for senior citizens, youth programs and Blockwatch.
The City has designated 20 roads to be resurfaced this year. At this time, three have been completed.
The Norton Medical Facility on the bypass will open on August 27, 2003.
Mayor Sullivan made a statement regarding a large open records request received by the City Clerk and several phone calls to the City Engineer by Tom Givhan. He stated that Mr. Givhan has placed a burden on the City Clerk and has cost the taxpayer’s money. He hopes that Mr. Givhan understands that the City has many other matters to address. The annexation of his property has been refused, and if he is dissatisfied with the City Council’s decision, he can pursue this through the legal system, and quit harassing the Mayor, the City Council and the City employees.
Report from the Council
Sid Griffin said that several properties still have high weeds and need to be cut. In addition, some manholes still need to be raised.
Sam Beichler announced that the City sold 8.55 acres in the business park to Allgeier Excavating Company. This is the largest land sale in the park to date.
Joetta Calhoun reported high grass on the property next to Doggie Dimension. Ronnie said that they have been given notice and the grass will be cut on Friday.
Lloyd Dooley reported that he is working with Ronnie on the installation of the garbage cans.
Dave Derrick complimented Sam Beichler on his work on the sale of the property in the business park to Allgeier.

There being no further business before the Council, Larry Porter made a motion to adjourn the meeting at 7:41pm. Sid Griffin seconded the motion. Motion passed unanimously by a roll call vote.
