Minutes of the Regularly Scheduled Council Meeting
August 13, 2001
City Hall Annex Building, 186 Branham Way
6:30 p.m.
Mayor Ed Hilbert called the meeting to order at 6:30 p.m. with the following
members present: Barry Armstrong, Sam Beichler, Sid Griffin, Ralph Lutes, Frank
Sullivan, and Brent Wheeler.
The City Attorney, City Engineer, Utility Superintendent, and City Clerk were
also present.
The invocation was given by Michael Hail of Kings Baptist Church.
Ralph Lutes made a motion to approve the July 23, 2001 meeting minutes as read.
Frank Sullivan seconded the motion. Motion passed. (Unan.)
The second reading was conducted on Ordinance 2001-13 proposing annexation of
.807 acres owned by Harry L. & Wendy C. Sublett. The property is located at 6324
Hwy 44 E. The request for annexation is for the purpose of applying for
rezoning. The property is currently R-1. The request for rezoning is to B-1. Sid
Griffin made a motion to adopt Ordinance 2001-13. Ralph Lutes seconded the
motion. Motion passed. (Unan.)
The first reading was conducted on Ordinance 2001-14 owned by Wayne and Christy
Coulter to rezone two (2) acres more or less at 9855 Highway 44 E from R-1 to
B-2. The house is to be rented to a local real estate agency.
The first reading was conducted on Ordinance 2001-18 regarding annexation of
property at 250 Clark Lane owned by Lindsay and Nancy Wigginton. The property is
currently zoned R-1. The owners will be applying to Bullitt County Planning and
Zoning for rezoning to B-2.
The first reading was conducted on Ordinance 2001-15 regarding annexation of
property containing 7.46 acres owned by Salt River Electric Cooperative.
The first reading was conducted on Ordinance 2001-17 regarding a budget
amendment of approximately $100,000. to the 2000/2001 budget.
The first reading was conducted on Ordinance 2001-16 regarding an amendment to
the Nuisance ordinance declaring certain conditions a nuisance such as the
keeping of animals traditionally defined as livestock including but not limited
to cattle, swine, sheep, goats, and chickens. Animals at licensed
slaughterhouses, meat packing establishments, stockyards, rendering houses, and
those displayed for public exhibition shall not be considered nuisance.
Garey West, contracted postal carrier, addressed the Council about notices given
to residents regarding correcting mailbox approaches. He explained how incorrect
approaches can cause wear and tear on postal vehicle tires. Residents were given
two weeks to correct the approach to their mailboxes. A resident contacted
Council member Barry Armstrong who in turn contacted Mayor Hilbert about the
notices. Both Council member Armstrong and Mayor Hilbert looked at the
residents' mailbox approach and felt there was no problem. The Mayor contacted
the Post Master who concurred with their opinion. Mr. West asked if the Council
intended to intervene on postal matters such as these. Council member Armstrong
stated that he simply responded to a complaint from a citizen as he would do
with any complaint brought to him.
Darrell Vires of Salt River Masonic Lodge addressed the Council to invite them
to the Lodge's Fish Fry on August 24th from 4 p.m. to 8 p.m.
Joe Wells addressed the Council in regard to the status of the guard rail
removal on Brian Drive. The discussion centered on the completion of the
entrance and infrastructure before addressing the removal of the guard rail.
Ralph Lutes made a motion to enter into executive session at 7:40 p.m. to
discuss property. Sam Beichler seconded the motion. Motion passed. (Unan.)
Frank Sullivan made a motion to reconvene open session at 9:23 p.m. Sam Beichler
seconded the motion. Motion passed. (Unan.)
There was no action taken as a result of executive session.
There being no further business before the Council, Brent Wheeler made a motion
to adjourn the meeting. Barry Armstrong seconded the motion. Motion carried 5-1.
Frank Sullivan voting no.
The meeting was adjourned at 9:25 p.m.
