Minutes of the Regularly Scheduled Council Meeting
August 27, 2001
City Hall Annex Building, 186 Branham Way
6:30 p.m.
Mayor Ed Hilbert called the meeting to order at 6:30 p.m. with the following
members present: Sam Beichler, Sid Griffin, Ralph Lutes, Frank Sullivan, and
Brent Wheeler. Barry Armstrong arrived at 6:35 p.m.
The City Attorney, City Engineer , Utility Superintendent, City Treasurer and
City Clerk were also present.
The pledge was led by Scout Connor Daugherty.
The invocation was given by John Tappan, Minister of Education at the First
Baptist Church.
Sid Griffin made a motion to approve the August 13, 2001 meeting minutes as
read. Ralph Lutes seconded the motion. Motion passed. (Unan.)
Barry Armstrong made a motion to accept the Treasurer report. Sam Beichler
seconded the motion. Motion passed. (Unan.)
The second reading was conducted on Ordinance 2001-14 owned by Wayne and Christy
Coulter to rezone two (2) acres more or less at 9855 Highway 44 E from R-1 to
B-2. The house is to be rented to a local real estate agency. Brent Wheeler made
a motion to approve Ordinance 2001- 14. Barry Armstrong seconded the motion.
Motion passed. (Unan.)
The second reading was conducted on Ordinance 2001-15 regarding annexation of
property containing 7.46 acres owned by Salt River Electric Cooperative. Ralph
Lutes made a motion to approve Ordinance 2001-15. Sid Griffin seconded the
motion. Motion passed. (Unan.)
The second reading was conducted on Ordinance 2001-16 regarding an amendment to
the Nuisance ordinance declaring certain conditions a nuisance such as the
keeping of animals traditionally defined as livestock including but not limited
to cattle, swine, sheep, goats, and chickens. Animals at licensed
slaughterhouses, meat packing establishments, stockyards, rendering houses, and
those displayed for public exhibition shall not be considered nuisance. After
some discussion, the Council agreed that this ordinance should only apply to
areas in the City zoned residential since there could be property annexed into
the city with acreage such as a farm that already has livestock and may continue
to be a farm. Sam Beichler made a motion to have the City Attorney amend the
ordinance to specify the ordinance apply to residential zones and acreage
requirements. Barry Armstrong seconded the motion . Motion passed. ( Unan.)
The second reading was conducted on Ordinance 2001-17 regarding a budget
amendment of approximately $100,000. To the 2000/2001 budget. Sid Griffin made a
motion to approve Ordinance 2001-17. Ralph Lutes seconded the motion. Motion
passed (Unan.)
The second reading was conducted on Ordinance 2001-18 regarding annexation of
property at 250 Clark Lane owned by Lindsay and Nancy Wigginton. The property is
currently zoned R-1. The owners will be applying to Bullitt County Planning and
Zoning for the rezoning to B-2. Barry Armstrong made a motion to approve
Ordinance 2001-18. Sid Griffin seconded the motion. Motion passed (Unan.)
The first reading was conducted on Ordinance 2001-19 regarding annexation of
property known as the East Kentucky Power sub station containing 1.78 acres
owned by East Kentucky Power Cooperative.
David Eaton, Mayor of Shelbyville addressed the Council and introduced himself
to the audience. He will be running for the office of Representative for the
northern part of Mt. Washington and Bullitt County.
Sharon McAdams, of 10 Cedar Pt., accompanied by Barbara Henry and Elizabeth
DeLevil, addressed the Council about speeding in her subdivision. She states
that speeding has become worse lately. The speed limit is 25 mph but
construction trucks and many residents do not adhere to the speed limit. Mayor
Hilbert ask that attending Officer Steve Cox relay the problem to the police
department.
Barry Armstrong made the motion to pay the fee for any Council person who would
want to attend an Economic Development Workshop on September 19th in Bullitt
County. Brent Wheeler seconded the motion. Motion passed. (Unan.)
Brent Wheeler, chairman of the beautification committee, asked the Council if he
could start a sidewalk project by getting the survey done for sidewalks along
Bardstown Road from where Snapp Street meets Bardstown Road south to West
Street. Brent Wheeler made a motion to have a survey done for a Bardstown Road
sidewalk project. Barry Armstrong seconded the motion. Motion passed. (Unan.)
Frank Sullivan made a motion to enter into executive session at 7:34 p.m. to
discuss property. Ralph Lutes seconded the motion. Motion passed. (Unan.)
Brent Wheeler made a motion to reconvene open session at 8:14 p.m. Sam Beichler
seconded the motion. Motion passed. (Unan.)
There was no action taken as a result of executive session.
There being no further business before the Council, Brent Wheeler made a motion
to adjourn the meeting. Sam Beichler seconded the motion. Motion passed. (Unan.)
The meeting was adjourned at 8:15 p.m.
