Minutes of the Regularly Scheduled Council Meeting

December 13, 2004

City Hall Annex Building, 186 Branham Way

 

Mayor Sullivan called the meeting to order at 6:30pm with the following Council members present:  Lloyd Dooley, Ralph Lutes, Joetta Calhoun, Sam Beichler, Sid Griffin and Larry Porter. 

 

Also present were City Clerk Christi Franklin, City Treasurer Peggy Brinkman, Utility Superintendent Ronnie Fick and City Attorney Rodney Burress.  City Engineer Dave Derrick arrived at 6:56pm.

 

Rodney Burress read the following ordinances for consideration by the Council:

 

The meeting recessed at 6:46pm.

 

Mayor Sullivan resumed the meeting at 7:00pm. 

 

Mayor Sullivan gave the invocation and led the Pledge of Allegiance. 

 

Minutes

Christi Franklin read the minutes of the November 22, 2004 Council meeting.  Sid Griffin made a motion to accept the minutes of the November 22, 2004 meeting as written.  Ralph Lutes seconded the motion.  Motion passed unanimously by a roll call vote. 

 

Police Report

The Council reviewed the Police Report for November 2004. 

 

Ordinances

Larry Porter made a motion to adopt the recommendation of the Bullitt County Joint Planning Commission to re-zone 44.4 acres, more or less, located at the end of Joseph Drive and Benjamin Place (Docket No. 2004Z-56) and to include the construction entrance.  Sid Griffin seconded the motion.  Motion passed unanimously by a roll call vote.

 

Sid Griffin made a motion to pass the ordinance annexing 5.87 acres on Greenbriar Road, known as the Legacy Development Group, LLC property.  Joetta Calhoun seconded the motion.  Motion passed unanimously by a roll call vote. 

 

Sid Griffin made a motion to pass the ordinance relating to the license requirement for peddlers, itinerant merchants and solicitors.  Larry Porter seconded the motion.  Motion passed unanimously by a roll call vote. 

 

The Council discussed the ordinance relating to the business license fee.  Sid Griffin made a motion to pass the ordinance relating to the business license fee with the understanding that it can be amended in the future.  Larry Porter seconded the motion.  Motion passed unanimously by a roll call vote.

 

Mayor’s Report

Mayor Sullivan said seven streets were paved and the City doesn’t have any more money allocated.  He and Ronnie Fick will look at the budget. 

 

He also wished all a Merry Christmas and a Happy New Year.

 

Mayor Sullivan thanked Sam Beichler and said he will be missed, but will continue to serve the City in another position for the County.

 

Report from Council

Larry Porter wished all a safe and Merry Christmas. 

 

Sam Beichler thanked everyone for allowing him to serve on the City Council.  He also thanked the elected officials, the City Staff, Engineer, Attorney, Bob Fouts and the late Steve Wolf.  Mr. Beichler announced he was appointed to the Bullitt County Planning and Zoning Commission effective January 1, 2005.

 

Joetta Calhoun thanked Sam Beichler for his commitment and hard work in the business park. 

 

Lloyd Dooley said he enjoyed working with Sam and he will be sadly missed. 

 

Sid Griffin complimented Sam on a job well done.   In addition, he said the street light on 31E at the bottom of the hill is not working.  Ronnie Fick said it was working in the morning, but will check it again. 

 

Ralph Lutes thanked Sam for his work in the business park.  

 

Dave Derrick said he enjoyed working with Sam and thanked him.  He also congratulated Sam on his appointment to the Planning Commission. 

 

Rodney Burress thanked Sam for his hard work and looks forward to working with him as a member of the Planning Commission.

 

Ronnie Fick congratulated Sam on his appointment to the Planning Commission and said he will be sadly missed.  Also, Ronnie informed the Council about a public workshop on Tuesday, February 8th for contractors, road departments, developers and engineers to be put on by the Division of Water hosted by the City regarding the storm water drainage and erosion control.  He encouraged the Council to attend.  Discussion followed. 

 

Guests to Address the Council

Betty Froleicher congratulated Sam Beichler on his appointment to the Planning Commission and wished all a Merry Christmas and Happy New Year.

Sid Griffin made a motion to adjourn at 7:43pm.  Ralph Lutes seconded the motion.  Motion passed unanimously by a roll call vote.
