Minutes of the Regularly Scheduled Council Meeting
February 14, 2005
City Hall Annex Building, 186 Branham Way
Mayor Sullivan called the meeting to order at 6:30pm with the following Council members present: Lloyd Dooley, Ralph Lutes, Joetta Calhoun, Ed Hilbert, Sid Griffin and Larry Porter.
Also present were City Clerk Christi Franklin, City Treasurer Peggy Brinkman, Utility Superintendent Ronnie Fick, City Attorney Rodney Burress and City Engineer Dave Derrick.
Rodney Burress read the following ordinances for consideration by the Council:
The meeting recessed at 6:37pm.
Mayor Sullivan resumed the meeting at 7:00pm.
Larry Porter gave the invocation and led the Pledge of Allegiance.
Minutes
Christi Franklin read the minutes of the January 24, 2005 Council meeting. Discussion followed. Sid Griffin made a motion to accept the minutes of the January 24, 2005 meeting as written. Joetta Calhoun seconded the motion. Motion passed unanimously by a roll call vote.
Police Report
Chief Hockenbury presented the police report for January 2005.
Property and Liability Insurance
Melinda Lewis presented the property and liability insurance quote for 2005/2006 and answered questions from the Council. Larry Porter made a motion to accept the property and liability insurance quote with the $25,000 deductible for law enforcement. Sid Griffin seconded the motion. Motion passed unanimously by a roll call vote.
Ordinances
The Council discussed the ordinance annexing the Joseph Kyle, Diana L. Kyle and Linda L. Embry property.
Frank Cornell discussed the proposed use of the .263 acre lot on Stringer Lane that he is asking to be annexed and answered questions from the Council.
Interlocal Agreement
The Council reviewed the Interlocal Agreement to provide for revenue sharing for insurance premium taxes. Lloyd Dooley made a motion to authorize Mayor Sullivan to offer the Agreement to Bullitt County Fiscal Court and sign the Agreement if accepted. Ed Hilbert seconded the motion. Motion passed unanimously by a roll call vote.
Guests to Address the Council
David Hardin discussed his concerns about people taking garbage out of garbage cans and asked the Council for their assistance. Mayor Sullivan said that Chief Hockenbury will alert the Officers.
Mayor’s Report
Mayor Sullivan said the Division of Water recommended that a 201 Facility Plan Study Committee be appointed. He appointed Larry Porter, Sid Griffin, Barry Gentry and Frank Cornell to this committee. Discussion followed regarding the progress and status of the Agreed Order timeline and other sewer related issues.
Report from Council
Ed Hilbert discussed a letter he received from a citizen stating her concerns about the warning she received for parking in the center of City Hall’s parking lot, which is also used by the library. Mr. Hilbert felt the police department should be issuing those warnings and not the Code Enforcement Officer. Discussion followed. Mayor Sullivan said he has a meeting on Wednesday with Randy Matlow regarding the parking situation for the library. He also said the City will grade and gravel behind the library to allow for six additional parking spaces. Mayor Sullivan also said he will have the police officers issue the citations in the future. Further discussion followed.
Lloyd Dooley submitted three street lights that need to be repaired.
Executive Session
Larry Porter made a motion to enter into executive session at 7:43pm for the purpose of pending litigation. Joetta Calhoun seconded the motion. Motion passed unanimously by a roll call vote.
Reconvene
Lloyd Dooley made a motion to reconvene at 8:04pm. Joetta Calhoun seconded the motion. Motion passed unanimously by a roll call vote.
Rodney Burress stated that no action was taken as a result of executive session.
Adjourn
Sid Griffin made a motion to adjourn at 8:05pm. Larry Porter seconded the motion. Motion passed unanimously by a roll call vote.
