Minutes of the Regularly Scheduled Council Meeting
February 28, 2005
City Hall Annex Building, 186 Branham Way
Mayor Sullivan called the meeting to order at 6:30pm with the following Council members present: Lloyd Dooley, Ralph Lutes, Joetta Calhoun, Ed Hilbert and Larry Porter.
Also present were City Clerk Christi Franklin, City Treasurer Peggy Brinkman, Utility Superintendent Ronnie Fick, City Attorney Rodney Burress and City Engineer Dave Derrick.
Rodney Burress read the following ordinances for consideration by the Council:
The meeting recessed at 6:43pm.
Mayor Sullivan resumed the meeting at 7:00pm.
Ralph Lutes gave the invocation and led the Pledge of Allegiance.
Minutes
Christi Franklin read the minutes of the February 14, 2005 Council meeting. Larry Porter made a motion to accept the minutes of the February 14, 2005 meeting as written. Ralph Lutes seconded the motion. Motion passed unanimously by a roll call vote.
Mayor Sullivan welcomed two students from a political science class.
Walkable Community Program
Ruth Chowning and Cynthia Brown from the Bullitt County Extension Service discussed the Walkable Community Program. Two walking trails have been designated in Mt. Washington; the walking path in the Mt. Washington City Park and the Washington Heights subdivision. They asked for permission to publish the trails in their brochure and mark the designated trails with signs, erecting the medical mile signs, and asked for assistance in erecting those signs. Discussion followed. Rodney Burress discussed the parking accommodations and encroachment issues designating a trail in a subdivision. Joetta Calhoun made a motion to grant permission to the Bullitt County Extension Service to publish the Mt. Washington City Park trail in their brochure, permission to erect the necessary signs and permission for the City to assist in erecting the signs. Ralph Lutes seconded the motion. Motion passed unanimously by a roll call vote.
Police Department Service Recognition
Chief Rodney Hockenbury recognized and presented awards to the following officers for their work during the recent armed robbery: Officers Daniel Dooley, Steve Cox, Scott Ballman, Mike O’Donnell, David Leonhardt, Detective Buddy Stump, Lt. Col. Jim Smith and Sergeant Tony Yeager. Officer Steve Cox presented an award to Chief Hockenbury.
Treasurer’s Report
Peggy Brinkman gave the Treasurer’s Report for January 2005. Discussion followed. Joetta Calhoun requested that in the future, a report be submitted to Council indicating projections on large ticket items, for both revenues and expenditures. Peggy Brinkman will supply this report for both City and Water and Sewer. Larry Porter made a motion to accept the Treasurer’s Report for January 2005. Lloyd Dooley seconded the motion. Motion passed unanimously by a roll call vote.
Ordinances
The Council held second reading of the ordinance annexing the Joseph Kyle, Diana L. Kyle and Linda L. Embry property. Joetta Calhoun made a motion to pass the ordinance annexing the Joseph Kyle, Diana L. Kyle and Linda L. Embry property. Larry Porter seconded the motion. Motion passed unanimously by a roll call vote.
The Council held second reading of the ordinance annexing the Frank Cornell property consisting of a .263 acre lot on Stringer Lane. Lloyd Dooley made a motion to pass the ordinance annexing the Frank Cornell property. Larry Porter seconded the motion. Motion passed unanimously by a roll call vote.
Ralph Lutes introduced and the Council held first reading of an ordinance to re-zone a 117’ x 120’ lot, known as the Paul Wise and Linda Wise property.
Lloyd Dooley introduced and the Council held first reading of an ordinance relating to alcoholic beverage control licensing.
Ralph Lutes introduced and the Council held first reading of an ordinance annexing the Barbara Sue and James Vincent and Gary and Marilyn Jean Meredith property.
Utility Billing and Collection Policies and Procedures
The Council reviewed the Utility Billing and Collection Policies and Procedures and discussion followed. Joetta Calhoun made a motion to pass the Utility Billing and Collection Policies and Procedures with a $25.00 charge for after hour reconnection of service that was disconnected for non-payment. Lloyd Dooley seconded the motion. Motion passed unanimously by a roll call vote.
Mayor’s Report
Mayor Sullivan reported the City has repaired or replaced 23 street signs and added new street signs. He also reported that two lights in the median in the Business Park are still out. Christi will contact LG&E again. He also discussed the installation of lights along Griffin Way.
Report from Council
Joetta Calhoun asked about work on Flatlick by Wales Run. Ronnie Fick said they County will come back and finish the work.
Executive Session
Larry Porter made a motion to enter into executive session at 7:47pm for the purpose of pending litigation. Ralph Lutes seconded the motion. Motion passed unanimously by a roll call vote.
Reconvene
Ralph Lutes made a motion to reconvene at 8:30pm. Joetta Calhoun seconded the motion. Motion passed unanimously by a roll call vote.
Rodney Burress stated that no action was taken as a result of executive session.

Joetta Calhoun made a motion to adjourn at 8:31pm. Lloyd Dooley seconded the motion. Motion passed unanimously by a roll call vote.
