Minutes of the Regularly Scheduled Council Meeting

January 24, 2005

City Hall Annex Building, 186 Branham Way

 

Mayor Sullivan called the meeting to order at 6:30pm with the following Council members present:  Lloyd Dooley, Ralph Lutes, Joetta Calhoun, Ed Hilbert, Sid Griffin and Larry Porter. 

 

Also present were City Clerk Christi Franklin, City Treasurer Peggy Brinkman, Utility Superintendent Ronnie Fick, City Attorney Rodney Burress and City Engineer Dave Derrick.

 

Rodney Burress read the following ordinances for consideration by the Council:

 

The meeting recessed at 6:39pm.

 

Mayor Sullivan resumed the meeting at 7:00pm. 

 

Ralph Lutes gave the invocation and led the Pledge of Allegiance. 

 

Minutes

Christi Franklin read the minutes of the January 10, 2005 Council meeting.  Discussion followed.  Ralph Lutes made a motion to accept the minutes of the January 10, 2005 meeting as written.  Lloyd Dooley seconded the motion.  Motion passed unanimously by a roll call vote. 

 

Treasurer’s Report

Peggy Brinkman gave the Treasurer’s Report for December 2004.  Discussion followed.  Sid Griffin made a motion to accept the Treasurer’s Report for December 2004.  Joetta Calhoun seconded the motion.  Motion passed unanimously by a roll call vote.

 

Ordinances

Regarding the annexation ordinance for CNR, Inc., Mayor Sullivan stated that this property is not contiguous to the City and recommended that the Council deny annexation.  Discussion followed.  Sid Griffin made a motion to not pass the ordinance annexing 1.3728 acres, more or less, known as the CNR, Inc. property known as lots 21 and 22 Section 3 in the English Mills Subdivision and deny the annexation.  Larry Porter seconded the motion.  Motion passed by a vote of 5 to 1 as follows:

Sid Griffin made a motion to accept the recommendation of the Bullitt County Joint Planning Commission to re-zone 2.2 acres, more or less known as the Louis S. Sonne and Susan O’Connell property located on the N 31E By-Pass abutting the east property line of 683 N. 31E By-Pass (Wayne Homes) from R-1 to B-1 (Docket No. 2004Z-67).  Joetta Calhoun seconded the motion.  Motion passed unanimously by a roll call vote.

 

Lloyd Dooley made a motion to pass the ordinance annexing 8.0 acres, more or less, known as the John and Judy Lentz property located at 261 Gentry Lane.  Ed Hilbert seconded the motion.  Motion passed unanimously by a roll call vote.

 

Interlocal Agreement

The Council discussed the Interlocal Agreement for insurance premium tax revenue sharing from Judge/Executive Kenny Rigdon.  Ed Hilbert made a motion to make an offer to Bullitt County to enter into an Interlocal Agreement to provide for revenue sharing for insurance premium taxes under the terms of the agreement presented for a period of six (6) years subject to ratification every two years.  Joetta Calhoun seconded the motion.  Discussion followed.  Motion passed by a vote of 4 to 2 as follows:

Mayor’s Report

Mayor Sullivan discussed the animal control report for 2004.  Regarding the code enforcement issue filed in Court to clean up a property, the Judge gave the defendant 90 days to rectify the problem and the defendant agreed to fence the property, although it is unclear if the entire property will be fenced.  Discussion followed regarding other junk ordinance violators and when those would be filed in Court.  The Council agreed to take all violators that are not rectifying the problems to Court at the same time.

 

Report from Council

Sid Griffin discussed high grass in the ditch line behind the Senior Citizens Center.  Ronnie Fick will investigate and will have it taken care of.  Mr. Griffin also discussed a potential large land purchase by Steve Henry on Flatlick Road.  Mayor Sullivan said he has a meeting scheduled with Mr. Henry about this issue, and believes the intent is provide for green space and access to the river and trails.

 

Joetta Calhoun said the person that contacted her last month is Rosemary Allgier of Modern Woodsman of America and has proposed working with the City on two projects.  One is to plant trees and flowers at the Senior Citizens Center, provided that the necessary approvals are obtained.   Mayor Sullivan said they have approval from the City, but should seek approval from the Senior Citizens group.  The second project is to place flowers on the four corners before the Spring Festival. 

 

Lloyd Dooley discussed the trash cans and street lights.
