Minutes of the Regularly Scheduled Council
Meeting
July 23, 2001

Mayor Ed Hilbert called the meeting to order at 6:30 p.m.
with the following members present: Barry Armstrong, Sam Beichler, Sid Griffin,
Ralph Lutes, and Brent Wheeler. Frank Sullivan was absent.
The City
Attorney, City Engineer, City Treasurer, and City Clerk were also present.
The invocation was given by Mark Wilson.
Sid Griffin made a motion to
approve the July 9, 2001 meeting as read. Ralph Lutes seconded the motion.
Motion passed. (Unan.)
Kim Fell gave the Treasurer's report.
The
second reading was conducted on Ordinance 01-10 proposing annexation for 4.0
acres known as the Thompson Cabinet Property owned by Mr. Jack H. McIntosh.
Barry Armstrong made a motion to adopt Ordinance 01-10. Sam Beichler seconded
the motion. Motion passed. (Unan.)
The second reading was conducted on
Ordinance 01-12 relating to prohibiting the wearing of hoods and masks in public
places. Barry Armstrong made a motion to adopt Ordinance 01-12. Sid Griffin
seconded the motion. Motion passed. (Unan.)
The first reading was
conducted on Ordinance 2001-13 proposing annexation of .807 acres owned by Harry
L. & Wendy Sublett. The property is located at 6324 Hwy 44 E. The request for
annexation is for the purpose of applying for rezoning. The property is
currently R-1. The request for rezoning is to B-1.
Julie Peterson,
Financial Advisor for Ross, Sinclaire, and Associates, addressed the Council in
regard to bonds, the process, and types of bonds the City would be eligible.
Lucille Hays, of 148 Primrose Drive, addressed the Council in regard to her
request for assistance over a dispute between the Over 50 Club and the Mt.
Washington Senior Citizens Association, Inc. City Attorney, Joe Wantland,
explained to Ms. Hays that the Senior Citizens Association's Board of Directors
voted on the matter and the City could not intervene on her behalf. He suggested
that when the time comes to vote for new leaders, she vote for persons who will
be willing to help her.
Sam Beichler made a motion to enter into
executive session at 7:44 p.m. to discuss property and possible litigation.
Ralph Lutes seconded the motion. Motion passed. (Unan.)
Sid Griffin made
a motion to reconvene open session at 9:03 p.m. Sam Beichler seconded the
motion. Motion passed. (Unan.)
There was no action taken as a result of
executive session.
There being no further business before the Council,
Brent Wheeler made a motion to adjourn the meeting. Ralph Lutes seconded the
motion. Motion passed. (Unan.)
The meeting was adjourned at 9:04 p.m.
