Minutes of the Regularly Scheduled Council Meeting
June 14, 2004
City Hall Annex Building, 186 Branham Way
Mayor Sullivan called the meeting to order at 6:33pm with the following Council members present: Sam Beichler, Joetta Calhoun, Lloyd Dooley, Sid Griffin, Ralph Lutes and Larry Porter.
Also present were City Clerk Christi Franklin, City Treasurer Peggy Brinkman, Utility Superintendent Ronnie Fick and City Attorney Rodney Burress. City Engineer Dave Derrick arrived at 7:00pm.
Larry Porter gave the invocation and Destiny Griffin led the Pledge of Allegiance.
Minutes
Sid Griffin made a motion to accept the minutes of the May 24, 2004 meeting as written. Lloyd Dooley seconded the motion. Motion passed unanimously by a roll call vote. Ralph Lutes made a motion to accept the minutes of the May 26, 2004 special meeting as corrected. Sid Griffin seconded the motion. Motion passed unanimously by a roll call vote with Joetta Calhoun abstaining.
Ordinances
The Council held second reading of a resubmission of an ordinance annexing 39.33 acres known as the Stout Bros. Farm (former Maddox property) located on Bardstown Road. Joetta Calhoun asked Mr. Smithwick if the property will have fencing and a buffer along the property line between the proposed facility and Twelve Oaks. Mr. Smithwick said KBHC will erect a privacy fence and buffer along the north line of the property. Discussion followed. Sam Beichler made a motion to pass the ordinance annexing the Stout Bros. Farm. Larry Porter seconded the motion. Motion passed by a vote of 5 to 1 as follows:

Sam Beichler introduced and the Council held first reading of an ordinance to adopt or reject the recommendation of the Bullitt County Joint Planning Commission to rezone 73.83 acres, more or less, located at the south east intersection of Highway 44E and E Sanders Lane (Docket No. 2004Z - 28). Glen La Point presented the proposed plans for the Paddocks development on the property and submitted a proposed site plan to the Council. Discussion followed.
Christi Franklin read Mayor Sullivan’s budget message for the 2004/2005 fiscal year. The Council held a public hearing to obtain public comments regarding the proposed uses of the Municipal Road Aid and Local Government Economic Assistance funds for the 2004/2005 fiscal year. No comments were made by the public. Joetta Calhoun discussed the bond draw in the City budget. The Council also discussed adding one more additional police officer to the budget. Discussion followed. The consensus of the Council is to add the additional police officer to the budget and hold first reading of the ordinance at a special meeting.
Ordinance Review Committee Report
The committee asked to make its first report at the special Council meeting. Larry Porter asked the Council to bring their Code of Ordinance books to the meeting.
Guests to Address the Council
Brian Clark, 292 Trevor Ct., discussed drainage problems in Bethel Branch. He stated that since the time the new road that crosses over the creek was built, the creek has risen substantially and caused severe drainage problems. He presented photos to the Council. Mayor Sullivan said that he and Ronnie Fick visited the site and Ronnie Fick said the tile meets and exceeds the City’s requirements. Discussion followed.
Joe Wells, 319 Millwood Drive, thanked the Mayor and Council for their support on the guard rail issue. Mr. Wells also stated his disappointment in Judge Kenny Rigdon, Magistrate Eddie Bleemel, Fire Board member Doris Owen and the other members of the Fire Board, for not supporting this issue.
Jim Greer said he lives in Northfield and recently the entrance to the subdivision was widened and curbs put in. He said the work was poorly done and was left a mess. He would like the City to clean it up and repair the poor work. Mayor Sullivan said the City will contact the developer and have the issues solved.
Doris Owen rebutted the comments made by Joe Wells regarding her position and the Fire Board’s position on the guard rail issue.
Report from Council
Joetta Calhoun said the monument signs are up and she will bring in the design for the cobblestone when it is complete.
Sid Griffin said he is not opposed to the Kentucky Baptist Home for Children, but he is opposed to the proposed location.
Executive Session
Sid Griffin made a motion to enter into executive session at 7:47pm for the purpose of litigation. Joetta Calhoun seconded the motion. Motion passed unanimously by a roll call vote.
Reconvene
Ralph Lutes made a motion to reconvene at 8:11pm. Sid Griffin seconded the motion. Motion passed unanimously by a roll call vote.
Rodney Burress stated that no action was taken as a result of executive session.
Adjourn
Sam Beichler made a motion to adjourn at 8:12pm. Sid Griffin seconded the motion. Motion passed unanimously by a roll call vote.
