Mayor Ed Hilbert called the meeting to order at 1:00 p.m. with the following members present: Barry Armstrong, Sam Beichler, Sid Griffin, Frank Sullivan and Brent Wheeler. Ralph Lutes was absent.

The City Engineers, Utility Superintendent, and City Clerk was also present.

Dave Derrick , City Engineer, and Richard Moore, Engineer for the Landis Lane Phase I Project, went over the bids with the Council and based on their review of the bids made a recommendation to award the bid to the lowest responsible bidder Kelsey Construction. Kelsey Construction met all bidding and Contract Document requirements and received favorable comments from references.

Sid Griffin made a motion to award the Landis Lane Phase I project to the lowest responsible bidder Kelsey Construction. Brent Wheeler seconded the motion. Motion passed. (Unan.)

There being no further business before the Council, Brent Wheeler made a motion to adjourn the meeting. Sid Griffin seconded the motion. Motion passed. (Unan.)
