Minutes of the Special Council Meeting

November 10, 2004

City Hall Annex Building, 186 Branham Way

Mayor Sullivan called the meeting to order at 1:00pm with the following Council members present:  Lloyd Dooley, Sam Beichler, Sid Griffin, Larry Porter and Ralph Lutes.

Also present were City Clerk Christi Franklin and Treatment Plant Superintendent Barry Gentry.                            

Christi Franklin presented and discussed a summary of the underwritten employee health insurance benefits and rates.  She recommended the Anthem Option 88 plan administered by the Kentucky League of Cities.  The Plan will provide better benefits for a substantial rate reduction.  Discussion followed regarding the specifics of the recommended plan versus the current plan.  The new plan and rates would become effective December 1, 2004.  Sid Griffin made a motion to approve the Anthem Option 88 plan administered by the Kentucky League of Cities.  Larry Porter seconded the motion.  Motion passed unanimously by a roll call vote.

Christi Franklin also presented several options to the Council regarding the City’s contribution toward the employees cost of additional tiers above the employee coverage.  Discussion followed.  Sam Beichler made a motion to continue to offer paid employee coverage plus $150.00 toward any additional tier.  Sid Griffin seconded the motion.  Motion passed by a vote of 4 to 1 as follows:

Sid Griffin made a motion to adjourn at 1:15pm.  Ralph Lutes seconded the motion.  Motion passed unanimously by a roll call vote.
