Minutes of the Regularly Scheduled Council Meeting

November 13, 2006

City Hall Annex Building, 186 Branham Way

 

Mayor Sullivan called the meeting to order at 6:30pm with the following Council members present:  Joetta Calhoun, Ed Hilbert, Ralph Lutes, Sid Griffin, Lloyd Dooley and Larry Porter. 

 

Also present were City Clerk Christi Franklin, City Treasurer Peggy Brinkman, Utility Superintendent Ronnie Fick, City Engineer Dave Derrick and City Attorney Jim Winchell. 

 

David Strange gave the invocation and led the Pledge of Allegiance.

 

Minutes

Christi Franklin read the minutes of the October 23, 2006 Council meeting.  Sid Griffin made a motion to accept the minutes as written.  Joetta Calhoun seconded the motion.  Motion passed unanimously by a roll call vote. 

 

Police Report

In the absence of Chief Hockenbury, Mayor Sullivan said copies of the police report are available for review. 

 

Ordinances

Due to a clerical error, the Council held another first reading of an ordinance annexing 1.0136 acres known as the Nell B. Porter property located at 8844 Highway 44E.  Larry Porter made a motion to allow the ordinance to be read and published in summary format as prepared by the City Attorney.  Lloyd Dooley seconded the motion.  Motion passed unanimously by a roll call vote.    

 

Resolutions

The Council reviewed a resolution adopting the Agreement for grant money for the East Sanders Lane water project in the amount of $850,000 and authorizing the Mayor to sign all related documents.  Joetta Calhoun made a motion to pass the resolution regarding the grant money.  Lloyd Dooley seconded the motion.  Motion passed unanimously by a roll call vote.

 

The Council reviewed a resolution adopting the Agreement for grant money for the East Sanders Lane water project in the amount of $832,000 and authorizing the Mayor to sign all related documents.  Larry Porter made a motion to pass the resolution regarding the grant money.  Sid Griffin seconded the motion.  Motion passed unanimously by a roll call vote.

 

Police Capital Amendment Request

The Council reviewed a request from Chief Hockenbury to amend the police capital budget from six computers to eight computers for an additional cost of $464.35.  This would be funded by the savings from the purchase of the police vehicles and does not change the bottom line total of the police capital budget.  Joetta Calhoun made a motion to approve the request amending the police capital budget.  Larry Porter seconded the motion.  Motion passed unanimously by a roll call vote.

 

Ethic Committee Appointments

Mayor Sullivan presented the following for confirmation from the Council to serve on the Ethics Committee:  Jennifer Barbagello, Lynn Martin and Father Scott Wimsett.  Larry Porter made a motion to confirm the appointments of the Ethics Committee.  Joetta Calhoun seconded the motion.  Motion passed unanimously by a roll call vote. 

 

Mayor’s Report

Mayor Sullivan passed along good wishes to the recently elected Council members and introduced those present.  He also introduced Joetta Bass Calhoun as the Mayor elect and committed to make the transition as uncomplicated as feasible and offer any counsel Ms. Calhoun requests.

 

Report from Council

Larry Porter congratulated Joetta Calhoun on one of the cleanest races in the County and also congratulated the new Council elect. 

 

Ed Hilbert said he feels it is a good bunch of people coming in as City Council.

 

Lloyd Dooley said he is anxious to work with the new Council.  He also reported yellow tape is around all the street lights poles that need repair.  Mayor Sullivan said Ronnie Fick will take care of this first thing in the morning.

 

Joetta Calhoun thanked Larry Porter and said it takes two for a clean race. 

 

Sid Griffin wished the new Council all the luck and will make himself available if they need any assistance.

Sid Griffin made a motion to adjourn at 6:48pm.  Larry Porter seconded the motion.  Motion passed unanimously by a roll call vote.
