Minutes of the Regularly Scheduled Council Meeting
November 22, 2004
City Hall Annex Building, 186 Branham Way
Mayor Sullivan called the meeting to order at 6:30pm with the following Council members present: Lloyd Dooley, Ralph Lutes, Joetta Calhoun, Sam Beichler, Sid Griffin and Larry Porter.
Also present were City Clerk Christi Franklin, City Treasurer Peggy Brinkman, Utility Superintendent Ronnie Fick and City Attorney Rodney Burress. City Engineer Dave Derrick arrived at 6:54pm.
Rodney Burress read the following ordinances for consideration by the Council:
The meeting recessed at 6:52pm.
Mayor Sullivan resumed the meeting at 7:00pm.
Larry Porter gave the invocation and led the Pledge of Allegiance.
Minutes
Christi Franklin read the minutes of the November 8, 2004 Council meeting. Larry Porter made a motion to accept the minutes of the November 8, 2004 meeting as written. Ralph Lutes seconded the motion. Motion passed unanimously by a roll call vote. Ms. Franklin also read the minutes of the November 10, 2004 special meeting. Sam Beichler made a motion to accept the minutes of the November 10, 2004 meeting as corrected. Larry Porter seconded the motion. Motion passed unanimously by a roll call vote.
Treasurer’s Report
Peggy Brinkman gave the Treasurer’s Report for October 2004. Lloyd Dooley made a motion to accept the Treasurer’s Report for October 2004. Sam Beichler seconded the motion. Motion passed unanimously by a roll call vote.
Ordinances
Larry Porter made a motion to pass the ordinance annexing .635 acres known as the David and Diane Kilner property described as lot 20 Section 2 of Fernwood Acres. Lloyd Dooley seconded the motion. Motion passed unanimously by a roll call vote.
John Wooldridge, representing the applicants to re-zone 44.4 acres, more or less, located at the end of Joseph Drive and Benjamin Place (Docket No. 2004Z-56) discussed the construction entrance and answered questions from the Council.
Brian Gifford, representing Legacy Development Group, LLC answered questions from the Council regarding the ordinance annexing 5.87 acres on Greenbriar Road. He said the sole purpose of the annexation is to build a connector road.
Rodney Burress addressed and the Council discussed the ordinance relating to the license requirement for peddlers, itinerant merchants and solicitors.
Rodney Burress addressed and the Council discussed the ordinance relating to the business license fee. Kenny Stout discussed several items contained in the ordinance that he is concerned about. Discussion followed.
Mayor’s Report
Mayor Sullivan asked Chief Hockenbury to address a new program. Chief Hockenbury announced the implementation of the Mt. Washington Citizens Police Academy to be coordinated by Officer Mullins and discussed the program. Applications are available at City Hall and he expects a strong response.
Mayor Sullivan asked the Council if they want to cancel the December 27th meeting. Larry Porter made a motion to cancel the December 27th Council meeting. Joetta Calhoun seconded the motion. Motion passed unanimously by a roll call vote.
The Mayor also said the City Council inauguration will be held on December 29th at 6:00pm at the City Annex.
Report from Council
Sid Griffin said he will discuss a concern from a resident regarding kids being pulled over for speeding with Chief Hockenbury.
Lloyd Dooley asked when the parking lot for the Senior Citizens building will be resurfaced. Ronnie Fick said the resurfacing will begin tomorrow.
Ronnie Fick reported that the City employees are putting up Christmas decorations.
Rodney Burress commended the Police Department, the Emergency Management Coordinator and the Fire Department for their work on the recent gas leak and evacuation.
Dave Derrick reported that the work is progressing well on the Grant Lift Station upgrade.
