Minutes of the Regularly Scheduled Council Meeting
November 28, 2005
City Hall Annex Building, 186 Branham Way
Mayor Sullivan called the meeting to order at 6:30pm with the following Council members present: Lloyd Dooley, Ralph Lutes, Joetta Calhoun, Ed Hilbert, Sid Griffin and Larry Porter.
Also present were City Clerk Christi Franklin, City Treasurer Peggy Brinkman, City Engineer Dave Derrick and City Attorney Jim Winchell.
Ralph Lutes gave the invocation and led the Pledge of Allegiance.
Mayor Sullivan welcomed the students of the Bullitt East political science class
Minutes
Christi Franklin read the minutes of the November 14, 2005 Council meeting. Sid Griffin made a motion to accept the minutes of the November 14, 2005 meeting as corrected. Joetta Calhoun seconded the motion. Motion passed unanimously by a roll call vote.
Treasurer’s Report
Peggy Brinkman presented the Treasurer’s Report for October 2005. Discussion followed. Sid Griffin made a motion to accept the Treasurer’s Report for October 2005. Larry Porter seconded the motion. Motion passed unanimously by a roll call vote.
Ordinances
Sid Griffin introduced the following ordinance as submitted by the Bullitt County Planning Commission: an ordinance to adopt or reject the recommendation of the Bullitt County Joint Planning Commission to re-zone 3.566 acres, more or less, known as the William G. Maddox property located at 321 S. Bardstown Road (Docket No. 2005Z-51) from Agricultural to B-1 Highway Business. The Council discussed the restriction.
Employee Health Insurance
Christi Franklin discussed the options available for the employee health insurance. Lloyd Dooley made a motion to renew the current health insurance plan with the 9% increase and increase the contribution toward additional tiers of coverage using a pool method with the following rates per paycheck: employee-none, employee/spouse-$27.53, employee/children-$14.20 and family $93.52. Larry Porter seconded the motion. Motion passed unanimously by a roll call vote.
Mayor’s Report
Mayor Sullivan said the City donated two large coolers filled with Gatorade to the Bullitt East Football team and provided a police escort to Bowling Green.
He also reported that Perry Meyers, president of the Mt. Washington little league would like to tear down a small building on City property and build a new building. Mayor Sullivan recommended leasing the property for $1 per year and once the building is built it would belong to the City. Discussion followed. Jim Winchell will draw up a lease agreement.
Mayor Sullivan announced the City sold 4+ acres in the business park last Tuesday to Commonwealth Material Handling. They will bring 23 jobs to the City and over $7,000 annually in occupational taxes. He stated his appreciation to the Council for standing behind him on the decisions in the business park.
He also reported the City has contracted to tear down the old water treatment plant building on Waterworks Road.
Report from Council
Sid Griffin said his surgery will be on December 13th.
Joetta Calhoun reported she received another estimate on the lighting of the monument signs at a cost of $4,250, or if the City does the ditching and puts in the posts it would cost $3,150. Discussion followed. Sid Griffin made a motion to contract to do the electric work at a cost of $4,250. Lloyd Dooley seconded the motion. Motion passed unanimously by a roll call vote.
Guests to Address the Council
David Coleman, discussed his concerns about the development on the McAllister property and the use of Joseph Ct. as a construction entrance. He said a restriction was added during the re-zoning process stating Joseph Ct. and Benjamin Place could not be used as a construction entrance. He said the Mayor told him the developer could use those roads after the infrastructure is in. Mr. Coleman feels it is the City’s job to enforce the restriction. Discussion followed. The Council asked the Mayor to work with the developer on this issue. Mayor Sullivan asked the Council to look at the site. Mr. Coleman asked to be notified of the results.
Steve Hardison, president of the Wilchar Estates Homeowners Association asked for additional street lights in the subdivision and stop signs at Erin Circle and Fairway and Fairway and Justin Trail. Mayor Sullivan said the Blockwatch signs will go up soon and the City will check on the stop signs. Mr. Hardison also asked that Fairway Drive be widened from Flatlick to Erin Circle. Mayor Sullivan said the City will look at the width of the road.
Executive Session
Larry Porter made a motion to enter into executive session at 7:27pm for the purpose of litigation. Ed Hilbert seconded the motion. Motion passed unanimously by a roll call vote.
Reconvene
Lloyd Dooley made a motion to reconvene at 7:43pm. Ed Hilbert seconded the motion. Motion passed unanimously by a roll call vote.
Jim Winchell stated that no action was taken as a result of executive session.
Sid Griffin made a motion to cancel the Council meeting on December 26th. Lloyd Dooley seconded the motion. Motion passed unanimously by a roll call vote.

Joetta Calhoun made a motion to adjourn at 8:07pm. Ralph Lutes seconded the motion. Motion passed unanimously by a roll call vote.
