Minutes of the Regularly Scheduled Council Meeting

October 23, 2006

City Hall Annex Building, 186 Branham Way

 

Mayor Sullivan called the meeting to order at 6:30pm with the following Council members present:  Joetta Calhoun, Ed Hilbert, Ralph Lutes, Sid Griffin, Lloyd Dooley and Larry Porter. 

 

Also present were City Clerk Christi Franklin, City Treasurer Peggy Brinkman, Utility Superintendent Ronnie Fick, City Engineer Dave Derrick and City Attorney Jim Winchell. 

 

Larry Porter gave the invocation and led the Pledge of Allegiance.

 

John Wooldridge introduced himself as a candidate for Bullitt County Commonwealth Attorney and discussed his qualifications.

 

Rodney Burress thanked the Mayor and Council for the opportunity to serve as City Attorney and to serve the City and asked for support in his candidacy for Circuit Court Judge.

 

Minutes

Christi Franklin read the minutes of the October 9, 2006 Council meeting.  Sid Griffin asked if research was completed regarding yard signs.  Jim Winchell addressed yard signs under the temporary sign ordinance.  Joetta Calhoun made a motion to accept the minutes as written.  Sid Griffin seconded the motion.  Motion passed unanimously by a roll call vote. 

 

Police Department

Chief Hockenbury said the local FOP will have a road block at Highway 44 and Old Bardstown Road on November 3rd from 4-8pm to generate funds for Operation Bright Christmas.

 

Treasurer’s Report

Peggy Brinkman gave the Treasurer’s Report for September 2006.  Lloyd Dooley made a motion to accept the Treasurer’s Report.  Sid Griffin seconded the motion.  Motion passed unanimously by a roll call vote.

 

Audit Report

Robert Ryan presented the audit report for the year ending June 30, 2006 and reported the City received a clean audit.  Mayor Sullivan said he is proud of the audit and discussed some of the improvements to the City over the last year.

 

Ordinances

Lloyd Dooley introduced and the Council held first reading of an ordinance annexing 1.0136 acres known as the Nell B. Porter property located at 8844 Highway 44E.  Larry Porter made a motion to allow the ordinance to be read and published in summary format as prepared by the City Attorney.  Joetta Calhoun seconded the motion.  Motion passed unanimously by a roll call vote.    

 

Resolution

The Council reviewed a resolution authorizing the receipt of additional road money and to allow the Mayor to sign all related documents.  Mayor Sullivan said the Governor awarded money out of the contingency funds.  Larry Porter made a motion to pass the resolution regarding the additional road money.  Lloyd Dooley seconded the motion.  Motion passed unanimously by a roll call vote.

 

Guests to Address the Council

Doris Owen distributed a traffic count for Armstrong Lane and discussed the impact the subdivisions off Armstrong Lane have on the road.  Mrs. Owen discussed safety concerns and stated this needs to be addressed sometime in the future.

 

Mayor’s Report

Ronnie Fick addressed Debra Mudd’s concern from the last Council meeting regarding the survey pin missing from her property.  He stated he sent John St. Clair to do another survey on the property. 

 

Mr. Fick said the signs at the corner of Highway 44 and Fisher Lane have been removed and the grass and weeds have been cut.

 

Ronnie Fick reported the City will hold the fall clean up November 16-18 and the details will be advertised soon. 

 

Report from Council

Lloyd Dooley said he is continuing to work on the street light issue.

Sid Griffin made a motion to adjourn at 7:07pm.  Larry Porter seconded the motion.  Motion passed unanimously by a roll call vote.
