Minutes of the Regularly Scheduled Council Meeting
September 12, 2005
City Hall Annex Building, 186 Branham Way
Mayor Sullivan called the meeting to order at 6:30pm with the following Council members present: Lloyd Dooley, Ralph Lutes, Joetta Calhoun, Ed Hilbert, Sid Griffin and Larry Porter.
Also present were City Clerk Christi Franklin, Utility Superintendent Ronnie Fick, City Treasurer Peggy Brinkman, City Engineer Dave Derrick and City Attorney Jim Winchell.
Ralph Lutes gave the invocation and led the Pledge of Allegiance.
Mayor Sullivan welcomed the students from a Bullitt East political science class.
Minutes
Christi Franklin read the minutes of the August 22, 2005 Council meeting. Joetta Calhoun made a motion to accept the minutes of the August 22, 2005 meeting as written. Ralph Lutes seconded the motion. Motion passed unanimously by a roll call vote.
Police Report
Mayor Sullivan presented the August 2005 Police Report. He also reported the police department received a grant in the amount of $16,300 for speed enforcement. Effective October 1, 2005 through September 30, 2006 the police department will begin strict speed enforcement.
Ordinances
Sid Griffin introduced and the Council held first reading of an ordinance amending the water meter testing fee. Discussion followed.
The Council discussed an ordinance regulating dumpsters located in business, commercial and/or industrial areas. Jim Winchell will make the changes as directed by the Council.
Larry Porter introduced and the Council held first reading of an ordinance establishing the real and personal property tax rates for the calendar year 2005 and providing assessment equalization and collection. Christi Franklin discussed the real property tax rate and stated the rate proposed is the compensating rate of $.126.
Bids
The Council reviewed the bids for the design and construction of the new police station. Christi Franklin read the bids and stated the low bid was Construction Services Company (CSC) in the amount of $415,000. Mayor Sullivan and Ronnie Fick addressed questions from the Council. Discussion followed. Sid Griffin made a motion to accept the bid from Construction Services Company in the amount of $415,000. Larry Porter seconded the motion. Motion passed unanimously by a roll call vote.
Resolution
Christi Franklin read a resolution authorizing the submission of the CEGG grant application and explained the grant. Larry Porter made a motion to pass the resolution authorizing the submission of the CEGG grant application. Sid Griffin seconded the motion. Motion passed unanimously by a roll call vote.
Financing Proposals
Christi Franklin discussed the proposals submitted for financing of the new police station and recommended Peoples Bank of Mt. Washington because they proposed the lowest total debt service. David Thurman from the Peoples Bank of Mt. Washington answered questions from the Council regarding the proposal. Discussion followed. Sid Griffin made a motion to award the financing to the Peoples Bank of Mt. Washington to include the alternate proposal of the construction loan. Lloyd Dooley seconded the motion. Motion passed unanimously by a roll call vote.
Report from Council
Sid Griffin and Larry Porter discussed the nuisance issue at Bullitt Fire Sprinklers. Discussion followed. Mr. Phelps will discuss this further with the City Attorney after the meeting. Mr. Griffin also encouraged the Council to attend the ribbon cutting for Dove Field Manor on September 20th. Christi Franklin will prepare a memo to the Council.
Joetta Calhoun said one property the City took to court over a nuisance issue has improved. She also discussed the possible sale of the old water treatment plant. Christi Franklin said she recently found out new information regarding the legal requirements for the disposal of property. She will have that information ready at the next meeting.
Mayor’s Report
Mayor Sullivan updated the Council on the soccer field and said the City will have a dedication and ribbon cutting of the soccer field on October 1st at 11:00am.

Sid Griffin made a motion to adjourn at 7:31pm. Joetta Calhoun seconded the motion. Motion passed unanimously by a roll call vote.
