Minutes of the Regularly Scheduled Council Meeting

September 13, 2004

City Hall Annex Building, 186 Branham Way

 

Mayor Sullivan called the meeting to order at 6:30pm with the following Council members present:  Sam Beichler, Joetta Calhoun, Lloyd Dooley, Sid Griffin, Ralph Lutes and Larry Porter. 

 

Also present were City Clerk Christi Franklin and City Treasurer Peggy Brinkman.  In the absence of City Attorney Rodney Burress, his partner Anne McAfee was in attendance.  City Engineer Dave Derrick arrived at 6:48pm.

 

Larry Porter gave the invocation and led the Pledge of Allegiance. 

 

Minutes

Sid Griffin made a motion to accept the minutes of the August 23, 2004 meeting as written.  Sam Beichler seconded the motion.  Motion passed unanimously by a roll call vote.

 

Police Report

Chief Hockenbury discussed the City’s participation in the “You Drink You Drive You Lose” campaign and also presented the Council with the monthly activity report.

 

Ordinances

The Council held second reading of an ordinance to adopt or reject the recommendation of the Bullitt County Joint Planning Commission to re-zone 2.08 acres, more or less, from R-2 Residential to R-3 Residential, located at 262 Hardy Lane, Docket No. 2004Z-40.  Sid Griffin made a motion, which was clarified later in the meeting, to reject the recommendation of the Bullitt County Joint Planning Commission and approve the zoning change from R-2 Residential to R-3 Residential.  Lloyd Dooley seconded the motion.  Motion passed unanimously by a roll call vote.

 

The Council held second reading of an ordinance relating to the meeting time for the City of Mt. Washington.  Sid Griffin made a motion to pass the ordinance relating to the meeting time.  Sam Beichler seconded the motion.  Motion passed unanimously by a roll call vote. 

 

Larry Porter introduced and the Council held first reading of an ordinance annexing 71.31 acres known as the Wilmer T. and Virginia L. McAlister property located at 1475 North Bardstown Road.  Developers Frank Taylor and Dan White stated the McAlisters’s have consented to annexation of the entire property.  They also discussed the proposed use of the property and answered questions from the Council.

 

Sam Beichler introduced and the Council held first reading of an ordinance amending the City of Mt. Washington annual budget for the fiscal year 2004/2005.  Christi Franklin stated the reason the amendment is necessary.

 

Lloyd Dooley introduced and the Council held first reading of an ordinance establishing the real and personal property tax rates for the calendar year 2004 and providing assessment equalization and collection. 

 

Bids

Dave Derrick presented the bids for the Grant Drive Pump Station Upgrade and stated the low bidder was Buky Golf, Inc. at $439,811.60.  Mr. Derrick recommended that the Council award the bid to Buky Golf, Inc.  Joetta Calhoun made a motion to award the bid to Buky Golf, Inc.  Sam Beichler seconded the motion.  Motion passed unanimously by a roll call vote.

 

Mayor’s Report

Mayor Sullivan reported that the tree on Jim Phelps property has been cut down and he spoke to Mr. Phelps about the ditch.  Mr. Stout will fix the ditch and the City will clean out the drain but Mr. Phelps would like to wait until the ground dries up before any ditch work in done.

 

He also stated that the dirt on the lot next to Doggie Dimensions has been removed. 

 

The meeting last week regarding Highway 44 was well attended.  Mayor Sullivan reported the main points discussed at the meeting.

 

The City had agreed to take dirt to Highway 44 and Greenbriar, but Greg Buky already took five loads there.

 

Report from Council

Sam Beichler said he would like the City to prepare a booklet, similar to the one for the Business Park, containing demographics, photos, etc. to encourage commercial growth in the City.  In addition, he stated that Dawn Fick did a great job preparing a step by step information packet for builders and developers. 

 

Joetta Calhoun said she agrees with Sam Beichler about the booklet.  She also asked Dave Derrick if he and Ronnie Fick are working on the subdivision requirements.  Mr. Derrick stated that Mr. Fick is handling most of that and does not know the status. 

 

Lloyd Dooley thanked Ronnie Fick for the work on the ditch. 

 

Executive Session

Sam Beichler made a motion to enter into executive session for the purpose of personnel at 7:31pm.  Joetta Calhoun seconded the motion.  Motion passed unanimously by a roll call vote.

 

Reconvene

Ralph Lutes made a motion to reconvene at 8:03pm.  Sid Griffin seconded the motion.  Motion passed unanimously by a roll call vote.

 

Ann McAfee stated that no action was taken as a result of executive session.

 

Adjourn

Joetta Calhoun made a motion to adjourn at 8:06pm.  Sam Beichler seconded the motion.  Motion passed unanimously by a roll call vote.
