Minutes of the Regularly Scheduled Council Meeting
September 22, 2003
City Hall Annex Building, 186 Branham Way
The meeting was called to order at 6:30 p.m. with the following Council members present: Sam Beichler, Joetta Calhoun, Lloyd Dooley, Sid Griffin, Ralph Lutes, and Larry Porter.
Also present were City Clerk Christi Franklin, City Treasurer Peggy Brinkman, Utility Superintendent Ronnie Fick, City Engineer Dave Derrick and City Attorney Rodney Burress.
Joetta Calhoun made a motion that in the absence of Mayor Sullivan, Sid Griffin preside over the meeting. Lloyd Dooley seconded the motion. Motion passed unanimously.
Larry Porter gave the invocation and Ralph Lutes led the pledge of Allegiance.
Minutes
Lloyd Dooley made a motion to accept the minutes of the September 8, 2003 meeting as corrected. Larry Porter seconded the motion. Motion passed unanimously by a roll call vote.
Treasurer’s Report
Peggy Brinkman gave the Treasurer’s Report for August 2003. Discussion followed. Joetta Calhoun made a motion to accept the Treasurer’s Report. Larry Porter seconded the motion. Motion passed unanimously by a roll call vote.
Ordinances
Lloyd Dooley made a motion to table the second reading of an ordinance annexing 1.38 acres, more or less, known as the Gary and Brenda Owen property on Highway 44 East until the next meeting to allow Mr. Owen time to submit a correct legal description. Ralph Lutes seconded the motion. Motion passed unanimously by a roll call vote.
The Council held second reading of an ordinance establishing the real and personal property tax rates for the calendar year 2003 and providing assessment and equalization. Larry Porter made a motion to pass the ordinance establishing the real and personal property tax rates for 2003. Joetta Calhoun seconded the motion. Motion passed unanimously by a roll call vote.
The Council held second reading of an ordinance relating to the compensation for the Mt. Washington Alcoholic Beverage Control Administrator and pay scale for the fiscal year 2003/2004. Sam Beichler made a motion to pass the ordinance relating to the compensation of the Mt. Washington Alcoholic Beverage Control Administrator. Larry Porter seconded the motion. Motion passed unanimously by a roll call vote.
The Council held second reading of an ordinance amending the building permit regulations for the City regarding temporary buildings. Joetta Calhoun made a motion to pass the ordinance amending the building permit regulations for the City regarding temporary buildings. Lloyd Dooley seconded the motion. Motion passed unanimously by a roll call vote.
Sam Beichler introduced and the Council held first reading of an ordinance amending the meets and bounds description and plat of the Marvin and Joan Hall annexation.
Sid Griffin introduced and the Council held first reading of an ordinance annexing 175.885 acres, more or less, known as the Gary Dawson property located at 12663 Highway 44E. Roger Hahn addressed the Council regarding the proposed use of this property. Discussion followed.

No guests were signed in to address the Council.
Report from the Council
Sid Griffin reported that the Ordinance Review Committee met and will meet again on Wednesday. The Committee will make a report to the Council soon. He asked if a resident contacted City Hall regarding a street light off Fairway. He also discussed the sewer issues at the shopping center located on Bardstown Road at Lakeview. Discussion followed.
Sam Beichler apologized for his comment at the last meeting, stating that the Pioneer News had not run an article regarding the new business in the business park. That comment was incorrect.
Joetta Calhoun asked if LG&E located the gas lines for the project on Greenbriar and Flatlick. Dave Derrick said that the lines have been located and he is currently working on the engineering for this project. She discussed the problems with LG&E in locating the gas lines and would like to put pressure on LG&E in the future.
Executive Session
Ralph Lutes made a motion to enter into executive session at 7:30pm for the purpose of litigation. Sam Beichler seconded the motion. Motion passed unanimously by a roll call vote.
Rodney Burress stated that no action was taken as a result of the executive session.
Adjourn
There being no further business before the Council, Joetta Calhoun made a motion to adjourn the meeting at 9:02pm. Ralph Lutes seconded the motion. Motion passed unanimously by a roll call vote.
