Minutes of the Regularly Scheduled Council Meeting
September 23, 2002
City Hall Annex Building, 186 Branham Way
6:30 p.m.
Mayor Ed Hilbert called the meeting to order at 6:30 p.m. with the following
members present: Barry Armstrong, Sam Beichler, Sid Griffin, Ralph Lutes, Frank
Sullivan, and Brent Wheeler.
The City Clerk, City Treasurer, City Attorney, and Utility Superintendent were
also present.
The invocation was given by Mark Wilson of Mt. Washington United Methodist
Church.
Brent Wheeler made a motion to accept the minutes of the September 9, 2002
meeting as read. Sid Griffin seconded the motion. Motion passed. (Unan.)
City Treasurer, Peggy Brinkman, gave the treasurers report. Ralph Lutes made a
motion to accept the Treasurers Report. Sam Beichler seconded the motion. Motion
passed. (Unan.)
The first reading was conducted on Ordinance 02-17 on the 2002 property tax
rates. The proposed real property tax rate is .130 per $100 of assessed value.
The proposed rate for personal property is .182 per $100 of assessed value.
No one signed in to address the Council.
Ralph Lutes made a motion to enter into executive session at 6:45 p.m. to
discuss property. Sam Beichler seconded the motion. Motion passed. (Unan.)
Sid Griffin made a motion to reconvene open session at 7:55 p.m. Ralph Lutes
seconded the motion. Motion passed. (Unan.)
There was no action taken as a result of executive session.
Utility Superintendent, Ronnie Fick, explained that the City may be required to
have a Storm Water Management Plan. The deadline for implementation is March
2003. This plan and general permit is required by the Kentucky Division of Water
Kentucky Pollutant Discharge Elimination System Branch, who established this
ordinance to establish minimum storm water management requirements and controls
to protect and safeguard the general public residing in watersheds within a
jurisdiction. According to Mr. Fick this permit applies to any city or county
with a population of 10,000 or more. Mr. Fick stated we were not on the list to
comply until recently and didn't know why. Mr. Fick stated the County could be
responsible for the permit to include all cities within the County or each city
could cover only their jurisdiction. Mr. Fick stated that the County was only
interested in covering the County and that each city would be on its own. Many
expenses would be associated with the implementation of a plan such as public
education and illicit discharge detection and elimination which includes
laboratory testing and removal expenses. The City is ahead of most cities by
having already established a drainage ordinance which controls storm water run
off from new developments.
Barry Armstrong made a motion to instruct City Attorney, Joe Wantland, to
protest being added to the list of cities who must comply with the Storm Water
Management Plan. Brent Wheeler seconded the motion. Motion passed. (Unan.)
There being no further business before the Council, Brent Wheeler made a motion
to adjourn the meeting. Sam Beichler seconded the motion. Motion passed. (Unan.)
