Minutes of the Regularly Scheduled Council Meeting

September 8, 2003

City Hall Annex Building, 186 Branham Way

 

Mayor Frank Sullivan called the meeting to order at 6:30 p.m. with the following Council members present: Sam Beichler, Joetta Calhoun, Lloyd Dooley, Sid Griffin, Ralph Lutes, and Larry Porter.

  

Also present were City Clerk Christi Franklin, City Treasurer Peggy Brinkman, Utility Superintendent Ronnie Fick, City Engineer Dave Derrick and City Attorney Rodney Burress.

 

Ralph Lutes gave the invocation and led the pledge of Allegiance.

 

Mayor Sullivan introduced the students in attendance from Bullitt East High School and Bellermine.

 

Minutes

Sid Griffin made a motion to accept the minutes of the August 25, 2003 meeting as written.  Lloyd Dooley seconded the motion.  Motion passed unanimously by a roll call vote. 

 

Ordinances

Sam Beichler introduced and the Council held first reading of an ordinance annexing 1.38 acres, more or less, known as the Gary and Brenda Owen property on Highway 44 East.  Mr. Owen addressed the Council regarding the proposed use of the property.  Discussion followed.    

 

Lloyd Dooley introduced and the Council held first reading of an ordinance establishing the real and personal property tax rates for the calendar year 2003 and providing assessment and equalization.  Discussion followed. 

 

Larry Porter introduced and the Council held first reading of an ordinance relating to the compensation for the Mt. Washington Alcoholic Beverage Control Administrator and pay scale for the fiscal year 2003/2004.  Discussion followed. 

 

Sam Beichler introduced and the Council held first reading of an ordinance amending the building permit regulations for the City regarding temporary buildings.  Discussion followed. 

 

Guests to Address the Council

No guests were signed in to address the Council.

 

Mayor’s Report

Mayor Sullivan stated that the Pioneer News has, to date, not run a story regarding the community projects planned by the Police Department.  The Police Department will meet with reporter Bob White.

 

Report from the Council

Sam Beichler stated that the Pioneer News has, to date, not run an article about the new business in the business park.  He reported that the fountain is working well.  He also reported that the Mayor, Police Chief, several police officers and the principal of the elementary school worked together to devise a traffic control plan for before and after school, and it seems to be working well.  Mr. Beichler discussed a recent incident with “gypsies” poorly resurfacing driveways and asking for payment in advance. 

 

Joetta Calhoun asked if in light of the sewage issues, accentuated by the heavy rains, has this allowed the City to point out specific problems areas.  Regarding the lift station at Grant and Flat Lick is the City is working quickly to solve the problems by the October deadline?  Dave Derrick stated that the City is waiting for LG&E to locate the gas lines, and then the City can complete the job.  She also asked if a committee has been appointed to review the City’s ordinances.  Mayor Sullivan said that he appointed Larry Porter, Sam Beichler and Sid Griffin to review the ordinances and they will begin meeting next week.

 

Executive Session

Sid Griffin made a motion to enter into executive session at 7:24pm for the purpose of litigation and personnel.  Larry Porter seconded the motion.  Motion passed unanimously by a roll call vote.

 

Ralph Lutes made a motion to reconvene at 8:09pm.  Sam Beichler seconded the motion.  Motion passed unanimously by a roll call vote.

 

Rodney Burress stated that no action was taken as a result of the executive session.

 

Adjourn

There being no further business before the Council, Ralph Lutes made a motion to adjourn the meeting at 8:10pm. Lloyd Dooley seconded the motion.  Motion passed unanimously by a roll call vote.
